    time-util: add clock_boottime_or_monotonic

    CLOCK_BOOTTIME is not supported by timerfd on older kernels, so for the time beeing,
    use this helper instead which will fallback to CLOCK_MONOTONIC if CLOCK_BOOTTIME is
    not supported.
