This function will convert the given DER or PEM encoded CRL

to the native @code{gnutls_x509_crl_t}  format. The output will be stored in 'crl'.

If the CRL is PEM encoded it should have a header of "X509 CRL".

@strong{Returns:} On success, @code{GNUTLS_E_SUCCESS}  (0) is returned, otherwise a

negative error value.
